Here's some information that is important to know before making a decision on the proposed LED lighting for the library...

It's been my experience that oncoming cars driving at night with LED lights make it very difficult to see the road.  The blue light from LED's, IMHO, would not make a good choice for a library. 

Many cities that have made the 'improvement' are reverting to the old conventional lighting. 

Moreover, as Michele Bork noted, the payback is too long a time frame. Her idea of doing only a test portion of the building is well noted. 

There's more to this issue than just cost savings. Not super bright light in a library is a GOOD thing.

Just' sayin...
